I’m guessing that you are using the Wordpress.com version of Wordpress. You can edit HTML code in Wordpress, but to affect the layout of all pages you must upgrade to premium and edit CSS. If you install Wordpress on your own domain you do not need to pay for this feature. When you logout of Wordpress, the little bar shouldn’t show at the top of your blog. That bar is only shown to people who are using Wordpress so they can quickly get back to their own blogs.
