Yeah you can use Front page. I use Dreamweaver because it has a lot more features. Most of the stuff on WP templates are editable by code, PHP or CSS Styles. So if you know the coding just open the template index in notepad. Other than that use FrontPage or Dreamweaver.
You can also edit the template in the wordpress template editor. It’s probably the easier way to edit templates because you don’t have to keep uploading the changed files, you just click “update”.

You can load them into Frontpage or Dreamweaver but you are still going to have all of the little question marks in place of different elements.
